EDGE Policy Update – August 2025

On August 18, the Legislature returned from summer recess, where members will shift their focus toward fiscal bills and end-of-session negotiations. While on recess, legislators spent their time in their respective districts, fielding meetings with constituents and addressing local needs. With only a few weeks remaining in the 2025 Legislative Session, this is a pivotal period for advancing priority legislation and influencing outcomes.

Bills that pass the Appropriations Committee will head to their respective chamber floors. The Legislature must pass all bills by Friday, September 13, the constitutional deadline for the 2025 session. After the session adjourns on September 13, the Governor has until October 13 to sign or veto bills. Advocacy engagement during this period remains essential. AB 537 (Ahrens) California College Promise for All. This bill seeks to make changes to the eligibility requirements for the California College Promise program to allow community college students enrolled in 9 or more units to qualify for the enrollment fee waiver. AB 731 (Fong) College and Career Access Pathways – Dual Enrollment Partnerships. This bill removes key barriers to make CCAP dual enrollment more accessible and equitable for all students.
