EDGE June 2025 Policy Update

On June 9, the Legislature came to an agreement for the 2025-26 State Budget proposal. View our highlights here. The Budget Bill was then delivered to Governor Gavin Newsom’s desk on Sunday, June 15, giving the Governor until June 27 to act on the proposed budget deal. Once approved by Governor Newsom, this three-party deal will become the enacted budget for the upcoming fiscal year, beginning July 1. There are many anticipated trailer bills to follow, as there are still many pending questions from Legislators on implementation details for specific appropriations within the Budget Bill.

As of the June 6 House of Origin deadline, many bills successfully advanced and began their first hearings in policy committees of the Second House. Several priority bills supported by EDGE, including those focused on expanding dual enrollment opportunities and increasing access to skills training, continue to move forward in the legislative process. June marks a pivotal period as the Legislature works to hear remaining bills in policy committees ahead of the scheduled Summer Recess in mid-July. After the recess, lawmakers will return on August 18 to begin the final phase of committee hearings.

Additionally, on June 9, the Senate Democratic Caucus unanimously elected Senator Monique Limón as the next President pro Tempore. Senator Limón is the first Latina to hold the position and will complete the transition in early 2026.

AB 353 (Boerner) California Affordable Home Internet Act of 2025. AB 537 (Ahrens) California College Promise for All. This bill seeks to make changes to the eligibility requirements for the California College Promise program to allow community college students enrolled in 9 or more units to qualify for the enrollment fee waiver. AB 731 (Fong) College and Career Access Pathways – Dual Enrollment Partnerships. This bill removes key barriers to make CCAP dual enrollment more accessible and equitable for all students.
